Gather your materials: one package of tissue paper of desired colors (the tissue paper used for gifts, not for blowing noses), a stapler, scissors, a pencil, liquid glue (a hot glue gun works better) and a headband (elastic, metal or plastic). A package of 50 sheets of tissue paper is available at The Dollar Tree or the 99 Cent Store.
To make one flower, cut five to eight sheets of tissue paper into six by six inch squares and stack them on top of each other. Note, the smaller the sheets used, the smaller the flowers. Adding more sheets will create a fuller effect.
Fold the papers in a zig-zag pattern. Make sure that the width of the paper is no larger than one inch. However, take into consideration the length of the staples. Trim the edges into a curve to look like petals.
Staple the folded tissue paper directly in the middle so that the staple is facing horizontally. Fan the paper out on both sides of the staple then carefully pull back the tissue paper one layer at a time. Complete one side before moving on to the next. Repeat steps two through four until you have the desired number of flowers (five to six flowers are recommended).
Map out where the flowers will go on the headband. Take the liquid glue or hot glue gun and squeeze a small dot directly onto the flower. Place the flower onto the headband. Carefully apply pressure for about 30 seconds to one minute.
Let the glue dry for 10 minutes. Enjoy wearing the flower headband.
